SAFETY & GUIDELINES AGREEMENT
1. PARADE STANDARDS.
A. RESPECTFUL, FAMILY EVENT. The Orcas Island Community Parade is intended for the enjoyment of all citizens, including families with children. Entries are expected to be in good taste and respectful to our diverse, family oriented parade audience.
Examples of poor taste and disrespectful behavior include, but are not limited to: Confrontational, in-your-face, or mocking behavior toward any member of the parade audience; attire that exposes or reveals body parts generally considered to be private; and disparagement of any elected official, candidate for elected office, government agency, non-profit organization, or business.
The Chamber of Commerce similarly intends that every entry that complies with the Parade Guidelines feels welcomed and respected. Any entry or participant which believes itself or himself/herself to have been treated with disrespect is urged to send a letter of complaint to the President of the Chamber of Commerce (PO Box 252, Eastsound, WA 98245).
B. POLITICAL ENTRIES. The traditional civility of the Orcas Island community allows the parade to welcome holders of elected office who represent the residents of Orcas Island and candidates for county, state, or Congressional office, US Representative or US Senator, that would represent the residents of Orcas Island in elected office provided the candidate attends in person and neither the entry nor any of its participants criticize, disparage, blame, mock, insincerely praise, or otherwise comment about, in writing or voice, any individual whatsoever, other than to make sincerely positive comments about the individual(s) featured in the entry AND provided that the entry DOES NOT address public policy issues or make comments about policy recommendations and MAY NOT comment in any way about the policies of any other organization, individual, office holder, or government agency. Entries will be introduced by name and office only, without any commentary from the reviewing stand.
C. RIGHT TO BAR ENTRY. The Community Parade Committee (Chamber Board of Directors) reserves the right to bar from the parade, either at assembly or any time during the parade, any entrant not conforming to these guidelines, or judged to be not in good taste, or not meeting safety standards, or refusing to follow the instructions of the Sheriff's Department or Parade Officials.
Sponsoring organizations of entries will be held responsible for the behavior and comments of each of the entry participants. Failure to adhere to parade standards will result in the prohibition of the sponsoring organization from entering future Community parades.
2. PERFORMING UNITS. Timing of performances is critical for parade flow and safety. Units must not cause gaps to occur in the parade. Each unit will be allowed a 90-second performance along the parade route. This area is in front of the reviewing stand on North Beach Road (in front of Cherie Lindholm Real Estate).
3. ANIMAL UNITS. Each animal unit must furnish a clean-up crew, equipped with appropriate tools. They must follow directly behind the animal unit and clean up as quickly as possible. All animal entries must be well-behaved and under control at all times.
4. ALL FLOATS MUST CONFORM TO THE FOLLOWING RULES:
A. Entry over 30 feet must have one (1) person on each side to walk with the entry to keep pedestrians from entering the traffic pattern.
B. Entry over 50 feet must have (2) people on each side to walk with the entry to keep pedestrians from entering the traffic pattern.
C. For reasons of safety and liability, NO THROWING OF CANDY OR MERCHANDISE FROM FLOATS OR VEHICLES WILL BE ALLOWED DURING THE PARADE. Any entry doing so will be removed from the parade and will not be allowed to participate. Walking entrants escorting units may distribute items, hand- to-hand only, NO THROWING. No open flames, fireworks, or hazardous materials.
All participants must arrive by 11 AM for check-in and line-up instructions or risk being omitted from the parade.
